Talk to Chia at Moe's Guns in Ridge B. County and choose the top dialogue option to take the Series 1 Blueprint commission. Bring him 12 Iron Ore, 10 Coal, 12 Wood and 4 Steel Springs. He consumes the supplies when you hand them in and gives you the blueprint.
Use the blueprint with
M1 in your inventory to unlock Nagant M1895, Sharps Rifle, M1911 and Winchester 1887 for crafting. To make the four Steel Springs from scratch, the full commission needs 16 Iron Ore, 14 Coal and 12 Wood if you make Carbon from Coal. If you make Carbon from Wood, gather 16 Iron Ore, 12 Coal and 15 Wood instead.
